Public Hearing to consider approving FY 2026-27 Annual Action Plan; approve federal allocation of U.S. Department of Housing and Urban Development (HUD) new, reprogrammed and program income for Community Development Block Grant, HOME Investment Partnership Act and Emergency Solutions Grant funds ($5,976,244.84); approve various providers, projects and contracts for public services, housing rehabilitation, public facilities and improvements activities ($3,505,926); authorize County Procurement Officer or Deputized designee to make changes, exercise cost contingency increase not to exceed 10% and execute contracts, amendments and related documents under certain conditions; designate Director of Housing and Community Development or designee to act as certifying officer to execute documents related to administration, management and implementation of section 102 of National Environmental Policy Act; approve amendment 4 to agreement with Abrazar, Inc. for community center management and operations of Midway City Community Center, 7/1/26 - 6/30/27; and authorize Director or designee execute amendment and to sign and submit related documents to HUD for implementation of FY 2026-27 Annual Action Plan
