Approve cooperative agreement with City of Orange for funding, design and construction of traffic signal, intersection and roadway improvements for Workforce Reentry Center project at West Metropolitan Drive and The City Drive South, effective upon approval until filing of Notice of Completion; authorize Chief Real Estate Officer or designee to execute agreement with minor changes under certain conditions and approve payments from OC Road Fund 174; and adopt resolution declaring portions of West Metropolitan Drive and The City Drive South to be County of Orange highway for purposes of construction and return streets to City of Orange after completion under California Streets and Highways Code Sections 1700-1704
